Given Metropolis' police department is actually fairly effective, a bulk of the city's organized crime occurs around the waterfront. Even as legal cargo is loaded and unloaded along these vast wharves, illegal contraband and business is conducted in dark recesses and abandoned warehouses.

Metropolis
An economic boom that has taken root over the past ten years or so has resulted in a wide variety of social, scientific and architectual developments throughout this shining city. With every year, the buildings seem to grow higher and higher, with the core of Metropolis in particular towering over the suburbs. Crime is at a fair level here, but the recent influx of superpowered vigilantes has begun to have some effect.
